Annual Meeting - Bellows Falls Union High School No. 27
Athens - Grafton - Rockingham - Westminster
The legal voters of the Bellows Falls Union High School No. 27 (BFUHS), consisting of
the School Districts of Athens-Grafton, Rockingham, and Westminster, VT, are hereby
notified and warned to meet at Bellows Falls Union High School in Westminster, VT on
February 16, 2026 at 7:00 PM to discuss and vote on Articles | through 7, and then adjourn
to vote by Australian ballot at the following locations and times on Tuesday, March 3, 2026
on Article 8.
The polls will be open on Tuesday, March 3, 2026 at the following times stated below:
Athens: Athens Town Office, 25 Brookline Rd., Athens 10 AM - 7PM
Grafton: Grafton Elementary School, 58 School St., Grafton 9 AM -7 PM
Rockingham: Masonic Temple 61, Westminster St., Bellows Falls 8 AM - 7PM
Westminster: Westminster Institute, 3534 US Rt. 5, Westminster 8 AM - 7PM
ARTICLE 1: To hear the report of the Bellows Falls Union High School No. 27 (BFUHS)
officers and to take action thereon.
ARTICLE 2: To elect a Moderator for a one-year term beginning July 1, 2026.
ARTICLE 3: To elect a District Clerk for a one-year term beginning July 1, 2026.
ARTICLE 4: To elect a District Treasurer for a one-year term beginning July 1, 2026.
ARTICLE 5: Shall the voters of the Bellows Falls Union High School No. 27 (BFUHS)
apply the sum of $200,000 from the fiscal year 2025 surplus of $495,814 to add to the
reserve fund to offset expenditures in future years.
ARTICLE 6: Shall the voters of the Bellows Falls Union High School No. 27 (BFUHS)
apply the sum of $295,814 from the fiscal year 2025 surplus of $495,814 to be added to
the reserve fund to be used for capital improvements at the Bellows Falls Union High
School and authorize the Board to expend said funds.
ARTICLE 7: Shall the Bellows Falls Union High School No. 27 (BFUHS) vote to pay its
District Officers compensation in the following amounts: Board Chair $800.00, Board
Members $700.00 each, District Treasurer $800.00 and District Clerk $125.00.
ARTICLE 8: Shall the voters of the Bellows Falls Union High School No. 27 (BFUHS)
approve the school board to expend $9,192,421 (Nine Million, One Hundred Ninety Two
Thousand, Four Hundred Twenty One Dollars), which is the amount the school board has
determined to be necessary for the ensuing fiscal year. Bellows Falls Union High School
No. 27 (BFUHS) estimates that this proposed budget, if approved, will result in per pupil
education spending of $12,970.91, which is $378.07 LOWER than per pupil education
spending of the current year. (By Australian ballot)
